Prologue:
Our story begins with the massacre at Outpost 17-B. Outpost 17-B was set up near the border of the Fire Country and the Wind Country. Twelve men were stationed there. It was a cold Saturday when it happened. One by one, the twelve members of that station acted… unusually. Ninjas would act up and go berserk. After ten minutes in a holding cell, they were perfectly fine. These sprees of violence slowly got worse. Four of the ninjas gathered together and sent out a message for recon assistance directly to a government sponsored organization called "Project Oni". They destroyed the radio tower immediately afterwards. After they had been caught, they lost all recollection of what they had done. They couldn’t radio for help anymore, so they had to send a message by bird. It would take one day for it to reach Konoha, and another for reinforcements to come. Members from Project Oni arrived first. The Oni were killed as soon as they arrived.
The Konoha ninjas discovered the Oni bodies first. They appeared to have been killed by several small explosives. Judging from the impact marks on the bodies, it looked like very low power bombs were fired from a distance at an incredible speed. In addition, they had multiple cut marks on their backs, just below the neck. They had already determined that the light explosives had killed them, so why did they have these marks? On closer inspection, it appeared that the hearts of both soldiers had been surgically removed with a large, blunt knife. After inspection the Oni ninjas, they moved inside the base. It was chaos. All the food, water and fuel supplies were missing presumed stolen. Eleven of the twelve ninja stationed at Outpost 17-B were dead. The only survivor was scratching symbols into the wall with his kunai. He spoke in tongue*. No one could read what he wrote. What looked like the letter “Y” was carved into everywhere as well. The language expert said it was some kind of Ancient Western text. By first deciphering it into English, he might be able to translate it into Japanese.
It read: Gamma. Beware of Gamma. It watches us, Gamma. It controls us, Gamma. We are the Gamma. We are but a fraction of the Alpha.
The Oversight Sub-committee investigated the case, rather then being investigated by Oni as the Director of Project Oni had asked.
The Director sent a memo to the Chairman of the Oversight Sub-committee.
Dear Chairman, I write today in response to your committee's request for more information about our program and the suspected incident at Outpost 17-B. No doubt by now, you have reviewed the video logs transmitted by our Recovery ninjas dispatched to the region. I am sure you have seen the empty bases; the barricades constructed by the survivors. The cryptic warning left on the wall. The battles that apparently took place between ninjas that had turned on one another. While we cannot say for certain, I share your concern we have an unfortunate post-project scenario taking place. However, I take exception to your assertion that we were warned this was a possibility. I would like to remind the Sub-committee members that anything is possible. May I remind you that while this is unfortunate, it still is, and my operation shall, as it always has, deal with what is,
untill it is no more.
